The second partial report of the investigation to be carried out by the Health Commission of the House of Representatives on government purchases in the context of the COVID-19 emergency includes referrals to various state and federal agencies to 11 figures.  These are: the director of the Office of Management and Budget (OGP), Iris Santos; Alfonso Rossy, Assistant Secretary of Accounting of the Department of the Treasury; the member of the medical task force and rector of the Medical Sciences Campus, doctor Segundo Rodríguez Quilinchini; the Secretary of the Interior, Antonio Pabón; the Undersecretary of the Interior, Lillian Sánchez and the former official of the Department of Health, Mabel Cabeza
Also: Guarina Delgado, former assistant to the Commissioner of Emergency Management José Burgos; Ottmar Chávez, former General Services Administrator; the attorney for Apex General Contractors, Juan Maldonado; Roberto Rodríguez López, President of Apex and Ricardo Vázquez, President of 313 LLC.
The entities to which the referrals are made are the Office of the Panel on the Independent Special Prosecutor, the Office of Government Ethics, the Office of the Comptroller, the Federal Bureau of Investigation and the Supreme Court. However, the agency to which each investigated person is referred is not detailed.
Morales again left the Department of Justice off the spectrum, as he did in the first partial report when he referred to the Commissioner for Emergency Management, José Burgos, the former Secretary of Health, Concepción Quiñones, of Longo; the former Assistant Secretary for Health Administration, Adil Rosa and the Health purchasing analyst, Mariel Rivera.
