The new Administrator and Chief Purchasing Officer of the Government of Puerto Rico. Karla Mercado Rivera announced today the start of training on the new purchasing and auction processes, which include, among other things, the distinction between emergency purchasing processes and ordinary purchasing processes.
As reported, with this training the ASG participants can identify what is an emergency and ordinary purchase.
The owner stated that “it was necessary to immediately start education on the procurement processes. This was one of my short-term goals and I am pleased to announce that we have been able to get started despite the limitations of the circumstances in which we find ourselves living. However, given the volume of the Government’s procurement needs, we could not delay giving the tools to public employees to perform their duties in a way that ensures uniform and transparent processes. One of the variables for this to happen is education on the regulations that affect these processes and the operational way to do it with the resources we have available. “
The trainings are carried out taking all the measures recommended by the Centers for Disease Control and Prevention (CDC) and the Department of Health. They began by training the entire purchasing team of the Puerto Rico Department of Health and next week it is expected to receive the Education teams and the Department of Correction and Rehabilitation.
ASG is the government agency that is responsible for standardizing the processes for the procurement of non-professional goods and services of the agencies, using systems that promote transparency and trust in them. Its responsibilities include fostering and promoting competition among suppliers, in order to acquire the highest quality goods and services at the lowest possible cost, guaranteeing the maximum return on public funds.
