"The career vacancies that were approved, and for which there is a call, are those indispensable that were left vacant as a result of pre-retirement and voluntary transition," he mentioned.

He specified that among the vacant positions is that of the director of the Office of the Single Registry of Bidders and others. However, PPD representatives showed calls in the ASG that apply "only to employees of the Executive Branch" for the positions of "Contract Officer", "Administrative Officer", and "Administrative Director".

Mercado reiterated that the OATRH and the OGP approved the opening of the positions and proceeded to publish them. of vacancies.

"By regulation, calls must be open for a term of no less than ten days. All calls met the period established by OATRH and all applications will be addressed through interviews and evaluations by Human Resources personnel. I reiterate, they were published as soon as the relevant agencies gave their endorsement. We couldn't do it before, "Mercado said.

He insisted that the vacant positions "are necessary for the operation and we encourage anyone who qualifies to apply." Mercado has held the position of purchasing manager since June 16, after being confirmed by the Senate.

The legislators of the PPD showed calls from different agencies and corporations that add up to around a hundred seats. They also questioned the fact that – in the middle of the pandemic – a few days were granted so that people could apply.

Other government entities in which there was an alleged movement of personnel are the Puerto Rico Energy Bureau, the Puerto Rico Socioeconomic and Community Development Office (Odsec), the Medical Services Administration (ASEM), the Housing Department , the Department of Labor and Human Resources (DTRH), the Department of Natural and Environmental Resources (DNER), the Land Administration, the Department of Public Security (DSP) and for the Aqueduct and Sewer Authority (AAA).
