Designated Secretary of Justice asks the FEI not to appoint a prosecutor against the mayor of Villalba


SAN JUAN – The designated Secretary of Justice, Domingo Emanuelli Hernández, together with the Interim Director of the Division of Public Integrity and Comptroller Affairs, Mónica Rodríguez Madrigal, released on Tuesday a communication sent to the Office of the Panel on the Special Prosecutor Independent (FEI) so that a prosecutor is not appointed against the mayor of Villalba, Luis Javier Hernández Ortiz.

“In the morning hours of today, Tuesday, January 12, a communication was sent to the members of the Panel in which the appointment of a Special Independent Prosecutor (FEI) for Mayor of the Municipality of Villalba, Luis Javier Hernández, is not recommended. Ortiz, detailed in case number 2020‑31-102-00053. Today a communication was also sent notifying said recommendation to the defendant, “said Emanuelli Hernández in written statements.

The complaint was filed on September 2, 2020 in the Department of Justice by Guillermo Irizarry Rodríguez, who was a candidate for mayor by the PNP in the last elections on November 3, 2020.

The complaint alleges that the incumbent mayor ordered the illegal removal of political propaganda with the intention of suppressing the political expression of his opponent, using municipal employees.

Preliminary investigation by staff from the DJ’s Division of Public Integrity and Comptroller Affairs revealed that no elements of crime emerge to justify the need for the appointment of an FEI.
