SAN JUAN – Voters registered in other jurisdictions, requests to vote by mail that arrive at the same postal address, among others, were some of the irregularities found in the electoral process in Culebra, as reported on Wednesday by the electoral commissioner of the Popular Democratic Party (PPD ), Gerardo Antonio “Toñito” Cruz Maldonado.
“Culebra is the best example of the approval of an Electoral Code designed to allow a fraudulent vote. Now, a voter can request an early vote in absentee mode, without any explanation, “denounced Cruz Maldonado in written statements.
“Likewise, it allows voters who are not domiciled in the Precinct to request and exercise the vote and that these ballots can be received at any address. On the other hand, we must remember that in June of this year the PPD filed an Appeal for Review before the Court of First Instance of San Juan because the then president of the Commission and the former electoral commissioner of the PNP were opposed to excluding from the Registry Election of Puerto Rico to more than 5,500 voters who were registered to vote in the United States. This did not happen and today we can see how in Culebra voters who are registered in other jurisdictions requested and voted in Precinct 097 of Culebra ”, he added.
Commissioner Cruz presented four groups of voters who requested different modalities of early voting. The first group were four voters who requested early voting by mail and the registered address for all was the same at another address in Culebra. When verifying the postal address, the owner of the box is not related to the requesting voters. The second group is an elector who resides outside of Puerto Rico, however, the request for the vote was registered to a post office in Culebra, where his sister and mother receive correspondence.
Four other voters were identified as the third group. They also requested early voting by mail, however, they are registered in another jurisdiction in the United States and the latter group comprises eight voters living in the United States who requested an absentee vote without having to offer any explanation as to why they have the right to request it. .
Cruz made reference to articles of the Electoral Code 9.37, 9.34 and 9.35, which establish the reasons why a voter can request an early vote and an absentee vote. He also highlighted Article 5.4 on the Electoral Domicile, which provides for the request for the exclusion of voters registered in other jurisdictions.
“The irregularities presented will be submitted to the EEC for consideration so that they can evaluate them and determine the course of action to be followed. The night of the event the mayor of Culebra won the regular schools and the vote in the Precinct by 17 votes. When we verify the advance vote we see that the mayor presented a disadvantage of 30 votes. Today, at the Roberto Clemente Coliseum, the Culebra scrutiny is carried out and it is expected in the afternoon to have the result ”, concluded Cruz.
