Governor Wanda Vázquez Garced and the secretary of the Department of the Treasury, Francisco Parés Alicea, reported that the first period of sale of school uniforms and materials for the fiscal year 2020-2021 free of payment of the Sales and Use Tax (IVU ), will begin this Wednesday and will run until Saturday, August 1, 2020.
“In accordance with the current executive order that seeks to avoid the conglomeration of people and orders merchants to follow the protocols of social distancing to avoid the contagion of the Covid-19, this year the period of school sales without IVU extends for four days, "said the first executive.
Parés Alicea explained that" the sale will begin at 12:01 am on Wednesday, July 29 and will end at 12:00 midnight on Saturday, August 1, 2020. In this way, consumers will have more time to schedule their purchases, following security measures. "
The Secretary of the Treasury urged consumers and merchants to review Circular Letter 20-31 with the list of items exempt from payment, available on the website www.hacienda.pr.gov section Publications .
For her part, the secretary of the Department for Consumer Affairs (DACO), Carmen Salgado, called on merchants to correctly label the items free of the IVU tax or on offer, so that the Consumers have a better shopping experience during the exemption period in times of economic hardship.
“It is extremely important that the lettering be clear and that it does not lend itself to interpretation. Likewise, businesses must ensure they have the availability of products announced in the special sheets and comply with the granting of the 'lay away' or 'rain check'. Among the exempt school materials They are: folders, school bags, erasers, calculator, chalk, tape, crayons, markers, pens, pencil sharpeners, pencils, scissors and rulers. This also includes lunch boxes, compass, clipboard, glue, paper, and pencil cases, among others.
“You must remember that all printed books, electronic books, and notepads purchased in retail, of any size, are exempt IVU payment throughout the year. The exemption is both for the purchase and for rent, "said the head of the Treasury.
Art or music materials and school instructional materials may also be purchased free of IVU.
The sale of school uniforms or materials to term or 'lay away', will qualify for the IVU exemption, when the final payment is made during the days determined in the period. Likewise, items purchased with vouchers or 'rain checks' will qualify for those days, regardless of the date it was issued.
Items qualifying for exemption from SUT, which are purchased during the exempt period using a certificate or Gift card will be exempt regardless of when the gift certificate or gift card was purchased. Items purchased through the mail, by phone, email or internet will be exempt from the SUT, when the item is paid and delivered to the buyer during the established period.
