According to Jaramillo, the blackouts are due to the gusts caused by tropical storm Laura. "The storm is getting stronger as it passes through Puerto Rico and has had an effect on the power lines."
Laura is moving west at about 18 miles per hour and with winds of 50 miles per hour.
