THE CAPITOL – The president of the House of Representatives, Carlos “Johnny” Méndez Núñez, said on Monday that Osvaldo Soto García still has not managed to convince him that he can occupy the position of Comptroller of Puerto Rico.
“I expected more depth in your presentation. Being a public relations officer for an office of (the Department of Recreation and Sports), being a commentator on two (radio) stations, the position of Comptroller is ten years and it is a very great responsibility with the people of Puerto Rico and I believe that he has to convince us, he has to give us the solid foundations that when we defend the appointment we have solid foundations, not only intellectual, but also the moral certainty that the person who is going to hold that position for ten years has the stature of past comptrollers ”, Méndez Núñez said in an aside with journalists.
According to Méndez Núñez, Soto García “has a very steep slope to climb and is compared to past comptrollers such as Manuel Díaz Saldaña and Ileana Colón Carlo.”
The chamber president said that in the last caucus they held on Monday morning, he did not have the votes to be confirmed.
During his question time at the Public Hearing, Méndez Núñez questioned him if the support he got from the Association of Auditors and Employees of the Comptroller’s Office was achieved through a management by an employee of La Fortaleza. Soto García denied it on several occasions, so the chamber president announced that they will bring a person to the Public Hearings who will supposedly say otherwise. He did not want to give the name of the person who allegedly lobbied for Soto García.
The other people or entities that attended the Public Hearing spoke out against the nomination made by the governor.
In his presentation before the Appointments Committee of the House of Representatives, Soto García insisted that the Comptroller’s Law does not require that the person be a Certified Public Accountant (CPA) to occupy the position.
He also emphasized what he called his priorities. These are: Technological Transformation, Creation of a Division of Federal Funds, improve the Registry of Contracts, restore confidence in the entity and change the office that is currently rented.
Soto García says he is a lawyer, but admitted that he does not have a degree. He also maintained that he has never participated in or done an audit process. You mentioned that you are a member of the fraud examiners association, but you have not completed the process to get certified.
