They file a project to demand the implementation of a sign language curriculum

THE CAPITOL – The representative of the Popular Democratic Party (PPD), Deborah Soto Arroyo, together with the vice president of the House of Representatives, José “Conny” Varela, filed a measure for the Department of Education to enforce the law that orders the inclusion of language courses signs in the curriculum of the schools of the country’s public system.

According to Soto Arroyo, despite the fact that Law 56-2018, approved during the past four years, establishes that these courses are part of the curriculum, compliance with it is not being ensured.

“Even with the importance of putting this statute into effect, it is known that in what corresponds to the Department of Education, this public policy has not been complied with. This despite the imperative need to eradicate discrimination and marginalization of the disabled audio community in Puerto Rico ”, Soto Arroyo underlined in House Resolution 77.

Senate bill 606 – which became Law 56 of 2018 – authored by the former senator of the Independence Party (PIP), Juan Dalmau Ramírez had problems for its approval by the Executive, because supposedly the Fiscal Control Board (JCF ) would not give the go-ahead due to the economic impact of it.

“Hundreds of teachers in the public education system, upon learning of the approval of this law, were interested in obtaining the certifications, which proves the great commitment of our teachers to achieve this task. However, apparently there has not been a similar commitment on the part of the Department of Education, ”said Soto Arroyo.

For his part, the vice president of the Chamber, José “Conny” Varela, reported that the measure, in addition to ordering the Secretary of Education to show the Legislative Assembly how the implementation of sign language courses in schools has been carried out , seeks: to allocate economic and didactic resources to include the teaching of sign language in the ordinary curriculum at elementary, intermediate and higher levels. In the same way, it seeks to formalize, maintain and convene for its work the Committee for the advisory, design and writing of the curriculum for the teaching of sign language in Puerto Rico.

In addition, the measure also seeks to promote the recruitment of teachers necessary to offer the sign language course, as read in Article 7 of Law 56-2018, as well as to make the appointments of the specialists who supervise the teaching staff who will offer the sign language course, among others.
